The ASU is soon to make a decision on the ASU`s approach to corporate negotiations. This is not an easy decision. The ATO itself is required to respect government policy in its approach to corporate negotiations. We have attached here a copy of the government`s Workplace Bargaining Policy 2018 [ Workplace-Bargaining-Policy-2018 ]. AsU does not expect the Agency to propose less than the average salary increase of 2% per year available under the Directive. We know that the Agency can easily afford that. The APSC states on its website that 2% at the beginning of a new company agreement, 2% more after 12 months and 2% after another 12 months, are considered appropriate: www.apsc.gov.au/remuneration-governments-wages-policy-explained. ABS interviewers are employed in accordance with the Australian Bureau of Statistics Act 1975, in accordance with the Census and Statistics Regulation 2016. The ABS Interviewers Enterprise Agreement 2017 is the employment instrument applicable to ABS interviewers (448 to 30 June 2019). Following the path of corporate negotiations really forces the CSRB to oppose the government`s bargaining policy. The new bargaining policy places greater emphasis on measurable savings and productivity initiatives to fund rising personnel costs.
It is necessary for all agencies to seek permission from the APSC, for the proposed agreements to be affordable and to offer genuine productivity compensation, with guaranteed current savings, before wage increases can be proposed. The ASU must now decide whether to support company negotiations or negotiate the alternative of maintaining the current ATO Enterprise agreement with the maximum possible wage increase under the engagement policy. The preliminary view of our management group is that everyone would be better able to take the alternative route of negotiations with the NeB in order to maintain the 2017 ATO Corporate Agreement with the largest possible salary increase by determination. This would be done on the basis that we would negotiate changes in policy or practice outside the negotiation process in order to allay our fears where feasible. The ASU Tax Committee of Management wants to take your views into account when deciding how to proceed. Since 2007/2008, the Australian Public Service Commission (APSC) has reported at the national level on the State of Service Report and the APS Statistical Bulletin on Disabilities. These reports are available www.apsc.gov.au. The use of this alternative is limiting. It is not available when the Office formally starts the company`s negotiated procedure. This would compromise the protocol to the 2017 Enterprise Agreement. AsU does not know if the ATO would consider raising wages rather than following the path of corporate negotiations. The APSC advises agencies, if they wish to consider this alternative, to consult staff and apply this approach only where their staff support it.
